The US is entering into a new era in space. The Vision for Space Exploration (VSE) (Bush, 2004) announced by the US President has been fleshed out during the Exploration Systems Architecture Study (ESAS) (ESAS Team Final Report, 2005) and work has been underway since then to develop a generation of launch vehicles to implement the preferred 1.5 launch architecture identified in the study. The 0.5 part of the launch set indicates the smaller Crew Launch Vehicle in the new set designated Ares I by NASA. The Ares I was selected by the team because analysis had shown that its complement of a solid first stage, with a liquid H2/O2 cryogenic second stage offered the best potential balance among cost, risk and performance. In particular the risk that this conceptual design would impose on the crew once matured was forecasted to be an order of magnitude better than the current matured crewed launcher set, the Soyuz and the Space Shuttle (Isakowitz, 2004). This forecast relied heavily on the experience of the heritage systems upon which the concept was based, specifically the heritage of the Shuttle solid rocket boosters and the experience with cryogenic upper stage engines from the Apollo and Shuttle era. Even with this strong heritage in play, it was recognized by the ESAS Risk Analysts that it would be necessary to mature the design with a set of test flights prior to placing the crew at risk. However the question was and is: “How many test flights are necessary before a crewed flight should be attempted?”This is the question that this paper addresses. That is, it is clear that the number of test flights is related to the desired safety level and that this, in turn, is related to what safety goal should be assigned to enable the crewed flight. Further, demonstration of goal achievement is again in turn related to how much of the heritage base can be captured in the new design. In the extreme, for a completely “new” design, the demonstration would be bounded by the requirements of the identical, repeatable experiments of classical probability theory (Mises, 1957). Even if the tens, or even hundreds of launches that this would require would be financially possible, tests of developmental systems are seldom, if ever, identical and repeatable because the design is modified to address the failure events observed. On the other hand, if the design was completely identical to the heritage then the heritage demonstrated reliability could be subsumed compared to the goal without further testing. This paper addresses the role of heritage in a developmental environment in the establishment of a minimum goal for the initiation of crewed missions and the testing required for its demonstration. 相似文献

Anthropogenic sources of pollution can significantly contribute to elevated concentrations of toxic elements in soils. A preliminary
survey of trace elements content and their availability in residential soils from New Madrid County, Missouri was undertaken.
Mean elemental concentrations (mg kg−1, dry wt) of sixty two soil samples were: As 6.6, Be 0.8, Cd 1.6, Co 9.7, Cr 24.5, Cu 18.1, Fe 9951, Mn 298, Ni 15.6, Pb 48.8,
V 42.1, Zn 95.5 and Hg 0.05. The US EPA preliminary remediation goals (PRGs) was only exceeded by As (7 % of samples) and
V (8% of samples). The Missouri average background values were exceeded by Pb (69%), Zn (31%), Cu (27%), As (23%), Be (19%),
Co (18%), Ni (16%), V (8%) and Mn (2%). Crustal enrichments (EFc) for As (97), Cr (6), Cu (10), Pb (121), V (7), and Hg (17) were highest for North Lilbourn soils. Fractionation experiment
revealed that Fe (54–79%) was in the residual phase while Zn (70–90%), Mn (88–92%), As (59–81%) and Pb (63–79%) were potentially
available in soils. Factor loadings of the element concentrations on principal components 1, 2 and 3 accounted for over 81%
variance of the data set. The factor loadings suggested that apart from natural contributions of trace elements to the soils,

Laser-induced breakdown spectroscopy (LIBS) has been applied for the determination of nutrients in the green house soil samples.
We determined appropriate spectral signatures of vital nutrients and calibrated the method to measure the nutrients in a naturally
fertilized plot, cultivated with tomato and cucumber plants. From the calibration curves we predicted the concentrations of
important nutrients such as Ca, K, P, Mg, Fe, S, Ni and Ba in the soil. Our measurements proved that the LIBS method rapidly
and efficiently measures soil nutrients with excellent detection limits of 12, 9, 7, 9, 7, 10, 8 and 12~mg/kg for Ca, K, P,
Mg, Fe, S, Ni and Ba respectively with a precision of 2%, The unique features of LIBS for rapid sample analysis demonstrated
by this study suggests that this method offers promise for precision measurements of soil nutrients as compared to conventional

The Montreal Process was formed in 1994 to develop an internationally agreed upon set of criteria and indicators for the conservation and sustainable management of temperate and boreal forests. In response to this initiative, the Forest Inventory and Analysis (FIA) and Forest Health Monitoring (FHM) programs of the United States Department of Agriculture Forest Service have implemented soil measurements as part of a national monitoring program to address specific questions related to the conservation of soil and water resources. Integration of soil assessments into the national FIA program provides for systematic monitoring of soil properties across all forested regions of the U.S. using standardized collection, laboratory, and statistical procedures that are compatible with existing forest inventory data. The resulting information will provide quantitative benchmarks for regional, national, and international reporting on sustainable forest management and enhance our understanding of management effects on soil quality. This paper presents an overview of the FIA soil monitoring program, outlines the field and laboratory protocols as currently implemented, and provides examples of how these data may be used to assess indicators of sustainable management as defined by the Montreal Process. 相似文献
